we have an idea to use a "fair exchange" solution for trading without money (goods & services earn and cost points instead of normal money). Is there a mobile-first app or software that can work offline or in a LAN for managing how many points everybody has? Maybe including basic social tools like account/login + chat and groups or pages?

I need to support less tech-savvy people using Windows as well as Linux on their computers - and of course it would be great to serve all of them using the same tool...
Most of the host systems don't have a static IP address, and I'm afraid I can't VPN into their local LANs.
